FED:Assaults on Indian students not racial

CANBERRA, Aug 11 AAP - Indian students are less likely to be assaulted than the general
Australian population, new statistics show.

However, they were more likely to be victims of robbery, but these crimes were more
likely opportunistic than racially motivated.

The Australian Institute of Criminology analysed the rates of assault, robbery and
theft of international students from 2005 to 2009 after media attention suggested Indian
students in particular were being targeted.

The institute looked at almost 15,000 reports of crimes against students from India,
China, South Korea, USA and Malaysia - the five largest groups of student visa holders.

Director Adam Tomison said the data available did not allow specific analysis of racial
motivation.

"That said, there was nothing in the overall findings that lends support to the view
that Indian students have been singled out primarily for racial reasons," he said.

Rather, the higher rates of robbery against Indian students could probably be explained
by the fact they were more likely to work in jobs that involved working late night shifts
alone.

The study found a quarter of robberies against Indian students happened at retail locations
and almost two in three of these happened at petrol stations.

"By comparison, only 12 per cent of Chinese students who were robbed at a commercial
location were robbed at a service or petrol station," the report says.

The institute said further research was needed to understand which risk factors were
most influential in crimes against international students.

It said any such research could help improve the safety of students who came to Australia.

QLD:Seeney 'most hated in bush': Hobbs

BRISBANE, April 15 AAP - A senior Queensland opposition MP has described the Liberal
National Party's (LNP) parliamentary leader Jeff Seeney as "the most hated man in the
bush".

Howard Hobbs, who was dumped this week from the shadow ministry by LNP leader Campbell
Newman, says he will stay in politics to fight for the state's west.

Mr Hobbs said he was the only LNP MP with long-term cabinet experience and he was worried
that under Mr Newman's reshuffle there would "only be one minister between Moggill and
the Northern Territory border," he told the Courier Mail newspaper on Friday.

"We would only have one minister out here and that is Jeff Seeney - and he is the most
hated man in the bush."

Mr Hobbs said Mr Seeney's support for coal seam gas mining has put him at odds with
other members of the party and its supporters in the west.

"These are the issues the LNP face, however we are going to overcome them and we still
want to aim to win the next state election, we want to beat the Labor government, we want
to be able to put in place policies that are better for the people, particularly of rural
Queensland," he told ABC Radio.

The paper has also revealed that Mr Hobbs and two other LNP MPs, Ray Hopper and Ian
Rickuss, are facing challenges to their preselections.

That has been confirmed by the party's president, Bruce McIver.

SYDNEY, Dec 28 AAP - After a night away from home, 175 people evacuated due to flooding
in northeastern NSW are already able to return.

The 65 properties in Kyogle that were evacuated on Monday night are now out of danger
as floodwaters subside on the Richmond River.

However, 800 people are still isolated in the towns of Urbenville and Bonalbo, to the
west of Kyogle and are expected to be cut off for at least another 24 hours.

There was also good news for the residents of Eugowra, in the state's central west,
who were allowed to return to their homes at 10am (AEDT) on Tuesday as the Mandagery Creek
fell below its minor flood level.

FED: Scores of cops on their way to Christmas Is

CANBERRA, April 9 AAP - The decision to send scores of extra police to Christmas Island
is creating an atmosphere set to explode, a refugee advocate says.

The federal government on Friday announced it would suspend the processing of asylum
applications from both Sri Lankans and Afghans.

News of the decision soon travelled to the island where refugee advocate Ian Rintoul
suggested trouble was brewing.

"The government has recreated the conditions of Woomera and Baxter," Mr Rintoul told AAP.

The government said nothing about the decision, not even confirming how many police
would be sent or how much the operation would cost.

Opposition border protection spokesman Michael Keenan savaged the announcement as a
bandaid solution.

"It's likely that tensions will increase at the detention centre," Mr Keenan said in a statement.

He suggested the Australian Federal Police, who have responsibility for all external
territories, were already stretched before up to 80 officers were told to head for Christmas
Island.

"The government needs to come clean on where they are pulling these resources from,"

Mr Keenan said.

As part of its seeming crackdown on asylum seekers, the government announced it would
be creating a so-called criminal intelligence fusion centre.

Home Affairs Minister Brendan O'Connor said the centre would be given $14.5 million
over four years to create itself and gather intelligence.

The Australian Crime Commission will be home to the centre.

"The centre will co-locate expert investigators and analysts from commonwealth agencies
which may include the Australian Tax Office, Centrelink and the AFP," Mr O'Connor said.

FED: Aust economy gets confidence boost

CANBERRA, Aug 27 AAP - Small Business Minister Craig Emerson is refusing to predict
the extent of national growth despite saying confidence is returning to the Australian
economy.

New figures showed a recent spike in business and consumer confidence which should
be further encouraged, he said.

"It's good for our future because it means people are more likely to spend," he told
ABC TV on Thursday.

"That's what we need at this stage, for people to be spending more in shops and investing."

But Dr Emerson wouldn't be drawn on whether next week's gross domestic product data
would be as positive.

"I'm not a soothsayer," he said, adding the government hoped it would be positive.

Dr Emerson attributed Australia's relatively strong economic performance throughout
the global financial crisis to the government's economic stimulus packages and the "great
attitude" of local businesses.

It was important not to get caught up in doom and gloom and denied Labor ever talked
the economy down, he said.

"If anyone was talking the economy down ... the coalition was talking the economy down,
exaggerating the unemployment numbers.

WA: Police hunt gunman

PERTH, April 18 AAP - WA police investigating a shooting incident in suburban Perth
have ended up charging another man with drug offences and seizing luxury cars.

A 35-year-old man was shot in the upper leg after he and three other men knocked on
the front door of a house in Hislop Road, Attadale, shortly after 10am (WST) on Friday
to confront occupants over an alleged domestic dispute.

The wounded man was admitted to Fremantle Hospital, but the gunman was still at large
on Saturday.

Sergeant Graham Clifford said Tactical Response Group officers had been called into
the manhunt as the gunman was considered dangerous.

"It appears a group of four men came to a house and an argument started with the occupants
of the house," he told AAP.

"A gun was discharged and one of the visitors received a serious but not life threatening
wound to the upper leg."

Meanwhile, police arrested and charged a 30-year-old man at the premises after a search
located 87 grams of amphetamine, 98 grams of cannabis and $149,300 cash.

Police also seized two Porsche cars, other vehicles and put a freeze notice on the
property, which was valued at about $1 million.

The man was charged with possess a prohibited drug with intent to sell or supply and
unlawful possession. He will appear at the Perth Magistrates Court on Saturday.

The NSW Court of Appeal's handed down its ruling in the case of ROMZI ALI .. a leader

Two articles and an editorial published in The Australian claimed Mr ALI .. then the
secretary of the Dee Why mosque .. was involved with the terrorism-linked group Laskar

Mr ALI was initially awarded 125-thousand dollars in damages .. but following an appeal
.. a court's ruled the 2005 defamation payout wasn't enough to match the "catastrophic

Qld: Mum sentenced to jail for raping daughter

By Christine Flatley

BRISBANE, Feb 15 AAP - A judge has described a woman who was today sentenced to jail
for raping her daughter as "entirely remorseless".

The 41-year-old woman, who cannot be named, sobbed today as she was sent to jail for
three-and-a-half years by the Brisbane District Court.

She was found guilty yesterday by a jury of one count of rape.

During the trial the court was told she digitally raped her eight-year-old daughter
at her home at Donnybrook, north of Brisbane, between November 2005 and February 2006.

The prosecution suggested she may have used a vibrator on the young child, however,
Judge Milton Griffin did not accept there was sufficient evidence to prove this.

The girl did not sustain any physical injuries from the assault, but the court was
told she has ongoing trust issues.

Judge Griffin today told the woman that her actions were "disgusting" and "traumatic"

for her daughter.

"All children in our society must be protected (and) those who are primarily called
upon to protect them are their parents," he said.

"You were in a position of trust. You disgracefully and grossly betrayed that trust".

Judge Griffin found the woman was "entirely remorseless" for her actions.

Vic: Diabetes test to identify Victorians at risk

MELBOURNE, Aug 28 AAP - Victorians will be urged to measure their waistlines and count
their intake of fruit and vegetables under a new diabetes risk test, unveiled today.

The eight-point tick test is part of the Victorian government's $18.35 million Life!
Taking Action on Diabetes program.

It seeks to identify people at high risk of developing type 2 diabetes, based on eight
questions about weight, diet, exercise and medical and family history.

The test will be available on the internet.

Aboriginal Victorians and seniors aged over 50 who score poorly will be able to take
part in an intensive six-session lifestyle overhaul program designed to get participants
in shape.

The government will also embark on a marketing campaign to warn the public of the risks
of type 2 diabetes, known as the lifestyle disease.

Premier John Brumby said almost 200,000 Victorians have the disease with another 500,000
at high risk.

"We've got a major challenge right across Victoria and right across Australia with
how we tackle diabetes, it is a growing epidemic," Mr Brumby said.

"Some would say it poses as big a health challenge as the postwar smoking epidemic
presented for our community.

"Over the past decade we've seen a combination of poor diet, lifestyle (and) we've
seen the prevalence of type 2 diabetes doubling."

Diabetes costs Australia more than $3.7 billion a year, according to a 2005 Access
Economics report.

In June, a Victorian Auditor-General's report found Victorian health agencies and government
departments had failed to arrest the growing rate of obesity.

The diabetes test can be taken by logging on to www.goforyourlife.vic.gov.au.

Fed: Statisticians nervous about first censue on-line

MELBOURNE, Aug 8 AAP - For the first time Australians will be able to log on to the
internet to complete their census forms and the Australian Bureau of Statistics (ABS)
is hoping it runs smoothly.

National statistician Dennis Trewin is happy, but just a little nervous, about how
the count will go today.

Much of his tension is directed towards the eCensus, Australia's first online head
count and one of the first in the world.

"Even though we've tested and re-tested our system, and we've made sure it's very,
very secure, that is something in the back of my mind," Mr Trewin told AAP. "But we're
confident it will go according to plan."

Ninety-five years on from that first census back in 1911, collectors this year will
be told by SMS if someone has completed their form on the internet.

The 15th national census is the once-in-every-five-years chance to quiz Australians
on everything, from internet access in their home to religion.

More than 30,000 people have been handing out about 13 million ABS census forms over
the past fortnight.

"I think the awareness of the census is greater, and the recognition greater, than
any past census," Mr Trewin said.

"There's a lot of interest in Australia's demographic profile, in the ageing of the
population, the number of migrants coming into the country, and that's actually increased
awareness about the census."

The national headcount does far more than just work out how many people are sharing
the continent.

It helps state governments plan schools, determines where federal electorates are drawn
and whether more carparking is required in a particular area.

For those who opt not to use the internet, collectors will be out tomorrow to collect
completed forms.

Mr Trewin expected the first population estimate would be released next May, with a
group of major findings out the following month.

Vic: Drunk driver jailed over crash that killed young passenger

By Mariza Fiamengo

MELBOURNE, Feb 15 AAP - A drunk driver who lost control of his car in a crash that
killed one of his passengers and left another with brain damage has been sentenced to
at least four-and-a-half years' jail.

Dion Anthony Griffiths, 27, of Wheelers Hill in Melbourne, had pleaded guilty to culpable
driving and negligently causing serious injury.

He was sentenced at the Victorian County Court to a maximum jail term of six-and-a-half years.

The court was told the carpenter was at least three times over the blood-alcohol limit
when he drove three friends into the city and crashed after midnight on March 20, 2004.

The car was travelling at up to 110kph when he lost control on a bend on the Yarra
Boulevard in Burnley and slammed into a tree, the court was told.

Back-seat passenger Michelle Fors, 20, died shortly after the crash and another back-seat
passenger Joshua Young, now 22, suffered serious injuries and brain damage.

Judge Tom Wodak said Ms Fors would have celebrated her 21st birthday less than three
months after the collision and was close to completing her university studies.

He said that despite her profound loss, Ms Fors's mother, Denise, had forgiven Griffiths.

However, in her victim's impact statement, Denise Fors had a message for Griffiths
and other young drivers.

"Dion and other young and `indestructible' drivers need to know that they are responsible
for the choices they make," she said.

Since the accident, Mr Young has not worked and suffers hand tremors, short and long-term
memory loss, confusion, concentration difficulties, and walks with an altered gait, the
court heard.

Judge Wodak said in sentencing Griffiths that he took into account the man's age, his
remorse and good prospects for rehabilitation.

However, he said Griffiths did not seem to have learnt from a previous conviction for
careless driving.

aneroid barometer [Greek: ‘not wet’] A barometer that does not use a liquid, i.e. without a mercury column. A corrugated metal capsule is partially evacuated of air, and prevented from collapsing by an internal spring. Changes in air pressure cause alterations in the distance between the two faces of the capsule, which may be amplified to give a pressure reading. The mechanism is used in precision aneroid barometers and is commonly encountered in barographs and domestic barometers. Sometimes known as an elastic barometer

AFLAC, SunTrust Contradict Trend of Recent Years by Raising Dividends.

By Robert Luke, The Atlanta Journal and Constitution Knight Ridder/Tribune Business News

Feb. 14--Columbus-based insurer AFLAC (ticker symbol AFL) and Atlanta-based SunTrust Banks (STI) this week boosted their regular quarterly dividends.

AFLAC, which also declared a 2-for-1 stock split, raised its payout 16.3 percent to 5 cents a share from 4.3 cents. The stock split is payable March 16 to shareholders of record Feb. 27. The dividend is payable June 1 to shareholders of record May 17.

AFLAC, whose shares slipped 68 cents to $62.30 Wednesday, has increased its dividend 19 years in a row.

SunTrust Banks boosted its dividend 8.1 percent to 40 cents a share from 37 cents, payable March 15 to shareholders of record March 1. SunTrust's shares rose to a 52-week peak of $68.07 before finishing at $67.41, down 2 cents.

Fewer companies have been increasing dividends in recent years.

"I think it's probably a combination of a weakening earnings environment and a continuation of the trend away from paying dividends and towards other means of rewarding shareholders," explained Arnold Kaufman, editor of Standard & Poor's newsletter, The Outlook. "These include share buybacks and reinvestment of the money in the business."

Both can serve to boost per-share earnings and the stock's price as well, Kaufman noted.

There were 169 dividend increases reported to Standard & Poor's in January, according to Kaufman. That compares with 184 increases in January 2000 and 205 increases in January 1999.

Last year there were 1,496 dividend boosts, compared with 1,701 in 1999 and 2,047 in 1998. In 1980, 2,445 increases were recorded.

Kaufman predicts the total number of dividend increases is likely to slip again this year.

"It seems a pretty good bet," he said.

Historically, dividends have accounted for about 40 percent of the total return from stocks.

That fact hasn't gone unnoticed among investors as stock prices have tumbled, particularly among technology issues, most of which don't pay dividends.

"Dividend-paying stocks outperformed the non-dividend payers last year in the S&P 500 index," Kaufman observed. "The dividend-paying stocks were actually up by 15 percent, on average, vs. a decline of over 2 percent, on average, for the non-dividend payers."

Will that likely repeat this year?

"It will continue for a while at least," Kaufman said. "But my guess is that at some point this year the technology stocks will start outperforming again, coming off very depressed bases."

Many investors have flocked to technology stocks because of their potential for significant capital appreciation.

For example, during the 10-year period ending last Dec. 29, Microsoft's shares appreciated 1,975 percent, or at an annual rate of 35.4 percent. Microsoft doesn't pay a dividend.

But AFLAC's shares performed almost as well, particularly with dividends reinvested.

During the same period, AFLAC's shares appreciated 1,315 percent, or at an annual rate of 30.3 percent. With dividends reinvested, the total return was 1,461 percent, or an annual equivalent of 31.6 percent.

While dividend increases -- often a few cents a share -- don't seem much, over time they can amount to a lot.

For example, an investor who bought 100 shares of SunTrust Banks on Dec. 31, 1990, would have paid about $2,275. Since then, the investor would have collected $1,715 in dividends.

In other trading Wednesday, many technology issues advanced, including Scientific-Atlanta (SFA), which rose $4.95 to $52.15. Internet Security Systems (ISSX) climbed $6.38 to $68.56. S1 (SONE) jumped $1 to $7.94. EarthLink (ELNK) tacked on 9 cents to $9.22.

The Guide: Rock Gossip: Big talent, small venue.(Features)

Ten years ago, Tom Hingley's grainy, grandiose voice was all over the radio, as the Inspiral Carpets biggest hit, This Is How It Feels, made its glorious presence felt in the charts.

Alongside the Stone Roses, the Happy Mondays and The Charlatans, the Inspirals spearheaded the Madchester revolution, marrying indie guitars to lolloping dance-beats, in what was possibly the worst-named rock genre ever . . . Baggy.

Now, thankfully shorn of his infamous bowlcut hairdo, Tom's back with a debut solo album, Keep Britain Untidy, due out July 3 on his own label Newmemorabilia, and a lengthy tour of the UK, which has seen him clock up nearly 100 gigs since last summer.

His two shows here, Maddens in Antrim tomorrow, and Katy Dalys in Belfast on Sunday, (Tickets pounds 5), are billed as "An audience with Tom Hingley".

So, will the man who Noel Gallagher roadied for all those years ago, be fielding questions from the audience in the style of Dame Edna or Bob Monkhouse?

"I don't think I quite have Dame Edna's sense of style! I certainly don't have the haircut anymore - it's not quite as bouffant as it once was! It'll just be me, my acoustic guitar, some great songs and some chat.' 'Y'see, I think the era of massive bands playing huge outdoor events is over. I'm so bored of seeing centimetre-high groups off on the horizon. I'd much rather see a great little band in a small venue, where there's some sense of communication. There are so many outlets for music now - the internet, MTV, whatever, that live music needs to give you something you can't get elsewhere, that sense of being involved that giant gigs don't have.' 'Intimate acoustic shows, like I'm doing now, are where you really get to make a connection. Also, I think there's a head of steam building up for acoustic music. Even Craig David, when he was on Top Of The Pops recently at number one with Fill Me In, did a live acoustic version of the song.'

Do you feel that you're following in the footsteps of people like David Gray, who have successfully released their own records?

"No, not really. I don't look at what other artists are up to, in terms of what I do. I've always had my own style, and I really try to avoid listening to what other contemporary acoustic musicians are doing. I don't want to be influenced that way.' 'Even back in the Inspirals we never had any heroes. We were very much ourselves. We never did the obvious thing, and we were intelligent, which is perhaps why we remained more of a cult band than a hugely successful one.'

Do you not find that people are put off when they hear that you're an 'acoustic artist' now? There always seems to be some kind of terribly 'worthy' stigma attached to that . . .

"Yeah, I know what you mean, but there's a lot of diversity within this field. Some people will automatically turn off when you say that you're doing acoustic stuff - but if you remind them that, say, Bob Marley's Redemption Song, is all acoustic, then they kinda go, oh yeah... that's alright then!"

How has your music changed since the Inspirals?

"My singing on this record is probably the best I've done. There's more room for the voice when there's so little instrumentation. The Inspirals were basically a garage-band and singing over the top of that amount of noise takes you to be a good singer. Now, I've got the space to prove it. I suppose there is a bit of a Scott Walkerish feel to the new stuff. You see, I've been singing since I was ten, in church, and this is something I've always wanted to do. I just rely on myself. There's no-one to let down or be let down by. It's just me and my songs and I can carry it off pretty well."

Recent years have seen a seemingly inexhaustible supply of great new American bands reaching these shores - Mercury Rev, Lambchop, Sparklehorse, The Handsome Family and more . . . Latest twig on this American family tree are kooky Californian quintet Grandaddy. Combining phenomenal songs with a lo-fi production, based-around electronic components and dead household appliances, dumped along country roads, their new album, The Sophtware Slump, shows all the signs of becoming a contemporary classic, alongside Lambchop's Nixon and Sparklehorse's Vivadixiesubmarinetransmissionplot.

If impossibly beautiful songs about broken toasters and alcoholic robots will make you smile, then don't put off visiting Grandaddy at the Front Page next Friday. Tickets pounds 8.50.

Internet Television Market Set to Soar in Asia: companiesandmarkets.com.(Report)

Viewers seeking high quality definition and a range of entertainment and viewing options are driving demand within the world Internet TV market, which is anticipated to achieve a value of $81.2 billion by 2017, according to a new report on companiesandmarkets.com. Internet TV: A Global Strategic Business Report http://www.companiesandmarkets.com/Market-Report/internet-tv-a-global-strategic-business-report-618129.asp?prk=7c4ed5b510c1ffe12b50d9829eddaba2 The two largest Internet TV markets are the US and Europe; particularly the UK, France and Germany. Spain, Italy, Russia, and Eastern European countries are increasing their stake, although the Asia-Pacific region is expected to exhibit highest growth, at 59% p/a to 2017.

Evolution of multimedia technologies has seen viewers demand more advanced functionality from their TV equipment. The rapid development of TV technologies is driving momentum in the Internet TV market, and online viewing is anticipated to become commonplace - even more so after the analog signal switch-off.

Growth in the iPTV market has been driven by the success and development of video over Internet technologies. The significant increase in available Internet TV channels has also encouraged viewers, while television on-demand is particularly popular with young people and the time pressured. Internet-based TV demand will increase as consumers chose to run electronic devices with internet-related technologies such as iPods, DVD players and games consoles, through their televisions. Consumers purchasing Internet-enabled TVs will gain instant access to a variety of online content, although network bandwidth capacity will need to increase to cope with demand.

Included within the Internet TV market report are profiles of 98 key players, including SKY; AOL, Inc; Comcast Corporation; Hulu; Microsoft Corporation; Google TV; BT Group Plc; BBC; Channel 4; CNN; Boxee, Inc; Fox News Channel; Channel 5; NBC Universal; Swarmcast; Vivendi SA and Canal+ Group.

The 452 page report provides a detailed insight into the Internet TV market, with historic and forecast data for 2003-2017. Split by geography: Asia Pacific, Canada, Europe, US and Rest of World; the report also discusses trends; market drivers/barriers; new technologies and innovations, as well as other market-influencing factors. Dearly Beloved; The Secrets To Being More Than An 'Everyday' Company.(Growth Strategies)

Byline: Frank J. Diekmann, Editor

ANAHEIM, Calif.-For Land's End, respected for its customer service, it all begins by "thinking about the person on the other end of our decisions."

It is that thinking, said Jeanne Bliss, a consultant on customer loyalty and whose career includes stints at Land's End, Allstate, Microsoft and Mazda, that has helped to make the clothing retailer a "beloved company."

Credit unions seeking to do the same, said Bliss, need to examine whether they are pursuing the steps needed to achieve such beloved status, or whether they are just another "everyday company."

"In business, our collective decisions tell another type of story to our customers and our marketplace about who we are and what we value," Bliss told CO-OP Financial Services' THINK Conference. "How we correct something when it goes wrong; how we ensure quality; how we give people what they need, all of that ends a signal to the marketplace."

Like other analysts, Bliss stressed that companies no longer control their marketing message, saying 78% of buying decisions are influenced by friends, colleagues and complete strangers on the Internet.

For every CU, Bliss suggested, the real test is to create an experience that has members saying afterward, "'Who else could do this for me?' If you don't have a reliable experience where your members can tell someone else what they get from you, then you don't have a story to tell."

Bliss believes successful organizations also recognize they are human, and take their mistakes seriously. "It's inevitable that you will make a mistake. How you repair that emotional connection when you make a mistake binds you to that customer, or not. Apologizing well is the peace process between companies and customers."

Similar to earlier comments made to the THINK meeting by a Disney executive, Bliss said financial prosperity is not the primary and only objective. "(Successful companies) have something more than financial prosperity. They have prosperity of the human spirit. Their customers become the army that grows their business for them. This isn't about kumbaya. This is about creating higher margins and reducing costs."

Another critical and related question for credit unions, said Bliss is: "Do you believe members are an asset or a cost center? Are you hiring partners, or filling positions? Are we thinking about hiring people for your core values? Your people are the story that's in the marketplace. Are you hiring people as the long-term story?"

The AQR study was developed in 1991 as an objective method for assessing airline quality. It is conducted jointly by Dr. Dean Headley, professor at Wichita State University and Dr. Brent Bowen, professor at Purdue University. AirTran Airways ranked first overall in 2008 and has been the number one low-cost carrier for four consecutive years. American Airlines Airlines see pros, cons to shared airport space. U.S. airports increasingly are following Europe's lead in maintaining common-use gates and ticket counters that are shared by multiple airlines. Airports like the arrangement because it allows them to juggle space according to flight volume and free up square footage for retail outlets that bring in much-needed rents. Airlines, too, can save on rents when sharing space on an as-needed basis, but some point out that money is not the only issue. "At our large hubs, it just makes sense to be in the same gates and counters where we're in, day-in, day-out," says a spokesman for American Airlines, adding that permanent facilities also have a "significant branding" advantage. Apr 6, 2011

FAA FAA seeks to fire second sleeping controller. The Federal Aviation Administration (FAA) has identified a second air traffic controller who fell asleep on the job, the agency said on Wednesday. FAA Administrator Randy Babbitt told a congressional hearing that the controller was "found intentionally sleeping" in the radar room during a midnight shift on February 19 in Knoxville, Tennessee. Babbitt said the agency is seeking to have the person, who was not named, fired. The sleeping controller was found asleep with cushions and a blanket. The airport tower controller was forced to perform his own duties as well as handle radar responsibilities for seven flights while the other controller slept, Babbitt said. Last month, U.S. aviation authorities said a lone controller at the tower at Washington's Ronald Reagan National Airport fell asleep on the job on March 23, leaving two jetliners to land without any airport guidance. hat controller, a 20-year veteran and a supervisor, was suspended reported Reuters. The earthquake that devastated Japan last month generated a tsunami that damaged shops and attractions in Hawaii, but the greater impact might be felt in a declining number of Japanese tourists visiting the islands. Sheraton Waikiki Hotel saw its occupancy rate drop from about 90% to 52% because a Japanese convention was canceled. Japan Airlines is canceling a third of its weekly flights from Tokyo's Narita International Airport to Honolulu as demand drops. Apr 4, 2011

Jose International Airport Sheriff's office is top contender for airport security contract. The front-runner for a contract that would replace city police for security duties at the San Jose International Airport is the Santa Clara County Sheriff's Department, writes the San Jose Mercury News editorial board. The board writes that the plan to replace the police was initially "unnerving," but notes that if the sheriff's office is selected the airport will still be patrolled by sworn officers. Meanwhile, the board notes that the change could prompt the police force to lower the cost of services provided to the city. Apr 7, 2011

McCarran International Airport There has been a power outage at McCarran International Airport causing the entire airport to operate in "pitch-blackness." At about 1:30 am on Tuesday, April 5, 2011, Las Vegas' international airport operations came to an abrupt halt when the entire airport lost electricity. Sources tell eTN that planes are currently stuck on the tarmac, with some planes which are as close as a few inches to their respective jetbridges unable to move. Las Vegas airport spokesperson Michael Alanza told eTN that Nevada Electric is on the way. It is unclear what has caused the power outage. Back-up generators did not come on in the terminal building. A terror attack is not yet out of the question. Planes are not allowed to approach the gates at this time. Apr 4, 2011

McCarran International Airport, Spirit Airlines If it wasnOt bad enough that Spirit Airlines flight 124 from Chicago OOHare International to Las VegasO McCarran International was delayed an hour then was held waiting at the tarmac in Las Vegas because Oanother plane was using our gate,O the power system at Las VegasO international airport failed completely just short of few inches before the plane reached the jet-bridge. The flightOs head flight attendant, who refused to be named in this story, announced the power outage immediately, but not before she could inject a little humor in the incident. OWho knows we could he here for days,O she said. Her remark elicited a few laughs from the already-exhausted passengers. That humor quickly turned into agitation as passengers had already endured a delay in Chicago then another delay after landing in Las Vegas, because, as the flight captain remarked, Oanother airplane is using our gate.O From the vantage point of being on the Spirit Airlines aircraft, the airport was completely black. It seemed like the airport had no contingency plan for such a situation, because no emergency lights came on, and it was clear that the airport was operating in the dark. It was later confirmed by McCarran International spokesperson Michael Alanza that they had no idea why the back-up generators did not turn on and did not rule out the possibility of a terror attack. Approximately 50 minutes after the power outage, emergency power came on and passengers were allowed to disembark. Upon arrival at the gate, I asked a TSA agent if the entire airport had been pitch-black the entire time. Her answer was an alarming, OYes.O Apr 4, 2011

San Francisco International Airport Mayor Lee Celebrates SFO Terminal 2 Grand Opening. Mayor Edwin M. Lee today unveiled the state-of-the-art Terminal 2 (T2) at San Francisco International Airport (SFO). Turner Construction and Gensler renovated the 1954 terminal in a design-build partnership for $383 million, recycling 90% of the original building content, and created nearly 2,700 jobs. Registered with the United States Green Building Council, the terminal aims to be the first LEED Gold-certified terminal in the United States. The 640,000-square-foot terminal is the new home for American Airlines and Virgin America, which [ETH] with the arrival of American Airline's Susan G. Komen Special Edition 757 and vintage DC-3 as well as Virgin America's new Airbus A320 and Virgin Galactic's WhiteKnightTwo/SpaceShipTwo space launch system [ETH] provided visitors today with a first-hand glance at the past, present and future of commercial aviation. The first T2 flights will commence on Thursday, April 14. The community is invited to a free Open House on Saturday, April 9. "As we witness today the opening of a new generation of airport terminals, we are reminded once again of San Francisco's global reputation as an innovator and leader," said Mayor Lee. "The completion of T2 is a game changer on many levels. Not only is it a uniquely sustainable and world class terminal, but this project brought green jobs to the region and will keep permanent jobs when we need them most, boosting our local and regional economy." "Today, as San Francisco unveils the most innovative, environmentally sustainable domestic airport in the country, Terminal 2 marks California's active role as a transportation hub that connects air travelers with modern comforts," said Lieutenant Governor Gavin Newsom. "T2 is an economic engine that has created and will continue to create jobs and bolster our State's economy while being a responsible environmental steward of our natural resources." Originally constructed in 1954 and renovated in 1984, the 640,000 square foot Terminal 2 housed SFO's international flights until 2000, when it was replaced by the new International Terminal. The design of T2 is a notable departure from traditional airport terminals [ETH] most of which were built decades ago. T2 is customized for today and tomorrow's modern travelers with features designed to elevate the travel experience and to shatter perceptions and limitations of what the public has come to expect from air travel. This was made possible thanks to a strong design-build partnership between Turner Construction and Gensler. "SFO has created the finest traveler experience in an earth-friendly package," said SFO Director John L. Martin. "T2 is modern, restful, and intuitive. It demonstrates how we can simultaneously achieve sustainability and enhance the traveler experience." "Going green at SFO is an important journey for the nearly 40 million people who fly through the airport annually," said U.S. EPA's Pacific Southwest Regional Administrator Jared Blumenfeld. "Each passenger will learn how green buildings save energy, water, building materials and money. This is the future of airports." "Our design for T2 puts passengers first," said Gensler Founder Arthur Gensler. "We want people to enjoy the time that they spend at the airport and be delighted by unexpected experiences." Sustainable Features at T2 T2 is the first airport terminal in the United States that is LEED Gold-registered. The terminal was built with multiple progressive sustainable features aimed at reducing carbon emissions while also creating a more healthful environment for travelers and staff. These features include: Natural Light [ETH] Skylights bring daylight into the ticketing lobby and retail areas, providing a healthier work environment, while significantly reducing electricity requirements during daylight hours. Cleaner Air [ETH] An innovative displacement ventilation system that uses filtered air to improve indoor air quality, while using 20 percent less energy. Car-Free Connection [ETH] T2 connects to BART via SFO's AirTrain people mover system, so that travelers and employees alike can easily go from airport to city on mass transit. Zero-Waste [ETH] Waste stations replace traditional garbage cans with easy-to-use compartments for composting, recyclables and trash. Locally Grown [ETH] Local, organic food vendors, offering wholesome food grown and prepared in a healthful manner. Water Conservation [ETH] A dual plumbing system that allows for reclaimed water from SFO's water treatment facility to be used for toilets and other uses throughout the airport. Moreover, T2's plumbing fixtures use 40 percent less water than typical fixtures. Paperless Ticketing [ETH] A paperless ticketing system throughout the terminal increases efficiency and saves trees. Energy Efficiency [ETH] Energy efficient lighting and machinery will drastically reduce energy use. Sustainable Building Materials [ETH] Sustainable building materials include terrazzo flooring with recycled glass chips, recycled-content carpet and innovative and efficient use of structural steel. American's Admirals Club was also built with sustainability in mind. Various techniques were employed to maintain a high level of sustainability, such as water-use reduction, optimizing energy performance and construction waste management.

Key Design Features of T2 Relax After Security [ETH] A unique "Recompose" area past the security screening area that allows passengers a quiet and unhurried place to re-assemble their clothing and carry-on items. The Recompose also features a striking original ceiling installation by world-renowned artist Janet Echelman. Dining & Shopping Marketplace [ETH] Inspired by San Francisco's historic Ferry Building, T2 offers a beautiful food marketplace and retail street featuring the best of the Bay Area's retailers and restaurants focusing on locally-sourced, organic offerings. Computer Connections [ETH] Work-oriented counter seating with outlets and free wifi. Club-like lounge seating [ETH] Lounge in comfortable and stylish "Egg" chairs and seating designed by Fritz Hansen. Hydration Stations [ETH] Special tap-water hydration stations for filling re-usable water bottles. Places for Kids [ETH] Two unique children's play areas with original artwork that doubles as play pieces by Bay Area artists Walter Kitundu and Charles Sowers. American Airlines Admirals Club [ETH] Before, between or after flights, AA's brand-new, LEED Silver-registered Admirals Club [ETH] the only airport lounge in the terminal [ETH] provides a quiet place to relax or work in comfort and style. "Turner is very proud to have delivered on the promise of building toward LEED Gold specifications on schedule and under budget," said Turner Construction Senior Vice President Michael O'Brien. "T2 is the nation's first terminal renovation built to LEED Gold specifications. The original goal was LEED Silver, but the project team worked very hard to exceed that. We managed to recycle 93 percent of our construction waste, diverting more than 18,500 tons from our landfills." Airlines at T2 T2 will be home to American Airlines and Virgin America. American Airlines first flew out of SFO's original T2 building in 1954 and utilized one of the first jet bridge prototypes. Virgin America, launched in 2007, is San Francisco's only home-based airline, and T2 will serve as the airline's principal base of operations. Each airline will occupy seven of the 14 gates at T2. American also provides customers with T2's only airline lounge [ETH] a new, environmentally friendly Admirals Club expected to receive LEED Silver-certification. At more than 9,400 square feet [ETH] almost double the size of its previous lounge in T3 [ETH] American's new Admirals Club features comfortable seating for up to 165 guests, a business center with HP PCs, Wi-Fi, a walk-up cyber cafe with HP TouchSmart PCs, a TV lounge with flat-panel TVs, private spa-like showers and architecture reflecting the unique character of Northern California. "American Airlines is among the longest-serving airlines in the San Francisco Bay Area, so we are looking forward to opening a new era of service out of an innovatively designed terminal that we know our customers will enjoy," said Tim Ahern, American's Vice President [ETH] Airport Services. "Now [ETH] more than six decades after American first began operating from the original Terminal 2 [ETH] the new T2, along with our new Admirals Club, will be ideal for our operations and will provide our customers with a great travel experience. The terminal also makes it convenient to fly on our oneworld Alliance partners that provide nonstop service to several international cities." Known for its sustainable practices and inventive design, Virgin America informed the T2 design concept process and it is anticipated that Virgin America's spaces within T2 will ultimately achieve the highest possible LEED-Platinum certification. Virgin America is the only California-based airline. With outstanding service, custom-designed cabins and high-tech amenities, Virgin America has been winning over consumers and travel awards since its August 2007 launch [ETH] including capturing the "Best Domestic Airline" title in Conde Nast Traveler's Readers' Choice Awards and Travel + Leisure's World's Best Awards for the past three years. Virgin America has created 1,900 jobs and welcomed more than 11 million guests since its launch. The airline continues to fuel significant expansion, with its employee base projected to grow by 500 additional teammates a year and its fleet projected to triple in size by 2019. "Virgin is known around the world for product innovation that improves the customer experience. I am proud to see Virgin America grow into a new home that allows them to extend that unique Virgin experience from the aircraft to the airport," said Virgin Group Founder Sir Richard Branson. "Thanks to the vision of SFO and Gensler, T2 is a leader in sustainable airport design and the evolution of the airport guest experience. Just as Virgin America now has guests who say 'I wish my flight was longer,' T2 is a place travelers will actually enjoy visiting and spending time in." "As a new carrier and as the only California-based airline, we've had an opportunity to build sustainable practices into our operations from day one," said Virgin America CEO and President David Cush. "We've also utilized the latest in design to enhance the traveler experience [ETH] and we hope, elevate the journey beyond just getting from Point A to Point B. As we grow, we're proud to partner with SFO and the City to create a new home that embodies these same principles [ETH] and in a very real sense the innovative, environmentally-focused spirit of the Bay Area. T2 will not only elevate the travel experience, it will serve as a model for sustainable airport design around the world." Art at T2 The traveler's experience will be further augmented by SFO's world-renowned signature public art program featuring dozens of art works by local and international artists. The five permanent new public art works commissioned by the San Francisco Arts Commission for T2 include: Norie Sato's Air Over Under; Kendall Buster's Topography; and Janet Echelman's Every Beating Second. Exploratorium artists Charles Sowers and Walter Kintundu have developed art-as-play areas for children, featuring Charles Sowers' Butterfly Wall; and Walter Kintundu's Bay Area Bird Encounters. In addition, a new special exhibit presented by the SFO Museum, A Century of Silver and Metalwork from the Margo Grant Walsh Collection will be on display through October 2, 2011. "The five new commissions are as bold and exciting as the surrounding architecture. In addition to the new art, we've reinstalled 20 artworks, which were historically in the airport's collection, by some of the best artistic talent to emerge from the Bay Area from the early 1960s through the mid-1980s," said Luis R. Cancel, director of cultural affairs for the San Francisco Arts Commission. "World-class art is a part of the fabric of everyday life in San Francisco, and what better way to set the stage for our visitors than with a museum-quality art collection at our gateway." Southwest Airlines, Boeing No word from Southwest on repair status of damaged plane. Boeing engineers are working with Southwest Airlines mechanics to repair the damaged fuselage of a grounded 737 in Yuma, Ariz., but Southwest isn't saying when or if the plane will return to service. A portion of the fuselage has been cut away and sent to the National Transportation Safety Board for analysis, and Southwest has completed safety inspections on dozens of other jets. Apr 7, 2011

Southwest Airlines, Boeing Southwest cancels more flights amid inspections. Southwest Airlines canceled 70 flights on Monday as it continued to inspect Boeing 737 planes following the emergency landing on Friday of a jet with a hole in its fuselage. Spokeswoman Whitney Eichinger said 70 flights systemwide were canceled for Monday out of about 3,400 daily flights. Of 79 Boeing older 737-300 model planes that were designated for additional inspections after the April 1 incident, 33 had been returned to service, she said. The discount airline canceled 600 flights over the weekend as it checked 737-300 planes for fuselage cracks and fatigue after one of its planes with a gaping hole made an emergency landing in Arizona. Flight 812 was heading from Phoenix to Sacramento when a 5-foot tear opened in the fuselage 20 minutes after takeoff. So far, inspections have turned up cracks in two other planes, Southwest said. Boeing was expected to issue a service bulletin to operators of 737-300s worldwide on inspection procedures for the subset of planes affected, especially those with particularly heavy use, aviation officials said. Boeing did not have an immediate comment on Monday. The narrow body 737 is Boeing's best selling model. There are about 280 737-300s currently in the U.S. airline fleet, and 900 globally. James Higgins, an analyst with Soleil Securities, said the flight cancellations will cause some revenue loss for Southwest but he doesn't expect lasting fallout from this incident. Southwest expects to close its pending acquisition of AirTran Holdings in the second quarter. "I don't think there is anything systematic or persistent here," Higgins said. "This is more noteworthy for its headline generation than for its likely damage to the company." Shares of Southwest, which only operates Boeing 737 planes, were down 2.6 percent, or 33 cents, at $12.34 in morning trading on Monday, while Boeing was off 17 cents, or 0.2 percent, at $73.84. The Arca Airline index was down 0.9 percent. Apr 4, 2011

TSA Clown opens confetti-filled egg on TSA agent's head, faces charges. A woman who opened a plastic egg filled with confetti over an airport security agent's head in Philadelphia now faces a misdemeanor harassment charge. Val Baul is a traveling clown known as the "Bunny Lady" in Roeland Park, Kan., where she resides. She claims the TSA agent confronted her about her plastic eggs after she had already passed through security. Apr 8, 2011

TSA TSA aims to hire 200 more agents for Atlanta airport. The Transportation Security Administration plans to hire an additional 200 part-time workers ahead of the opening of the airport's new international terminal next year. More security officers are needed to screen travelers at the terminal, which will become a second entry to the airport's concourses. The TSA currently employs about 1,000 officers in Atlanta. Apr 6, 2011

TSA TSA will expand expedited screening for airline crews. The Transportation Security Administration plans to expand a test program that may eventually allow pilots and flight attendants to bypass traditional airport security checkpoints. Tom Hendricks -- ATA Senior Vice President-Safety Security and Operations -- said the program will "satisfy security needs and free up TSA resources to improve passenger flow." The expedited process has been tested at three airports so far and will be expanded to "a limited number" of airports. It was developed by a union representing airline pilots. Unions representing flight attendants also support the expedited screening. The program relies on verifying crewmembers' identities and employment status. Apr 5, 2011

TSA TSA puts on a friendlier -- and furrier -- face. A TSA program in Texas trains Labrador Retrievers as airport security dogs because of travelers' high comfort level with the affable breed. "[W]e think these dogs are a little more comfortable for the traveling public than some of the dogs we might associate with being police dogs," says Scott Thomas of TSA's Canine Breeding and Development Center puppy program. TSA Study raises concerns about proper use of scanners. A recent study from the University of California at San Francisco suggests that radiation emitted from airport scanners could boost the risk of cancer if the machines are not used properly. "We don't know the doses of radiation they would emit or how they would malfunction," said Dr. Rebecca Smith-Bindman, who conducted the study. "We're assuming they work as intended, but I fully believe [the Transportation Security Administration] should be prudent and allow more independent testing." Apr 4, 2011

TSA Lack of female screeners complicates work for TSA employees. A diverse workforce made up of men and women is an "absolute necessity" for the Transportation Security Administration, according to an editorial in The Washington Post. The editorial notes that a shortage of female screeners at Washington Dulles International Airport will force the TSA to transfer female screeners from baggage inspections to security checkpoints. United Airlines A United Airlines jet that left Louis Armstrong International Airport in New Orleans Monday morning was forced to turn around and make an emergency landing minutes after takeoff when smoke was reported in the cockpit. The pilots of a United Airlines flight that lost power in all its instruments today were able to return to the airport and land safely, guided by air traffic controllers, cockpit tapes show. The potential disaster occurred just three days after pilots of a Southwest Airlines jet were able to get the plane safely on the ground even though a section of the top of the fuselage ripped off in mid-flight. UPS, Boeing No hazmat declaration for lithium batteries on crashed plane. The UPS 747 cargo plane that crashed in Dubai last September was carrying lithium batteries that had not been declared as hazardous cargo, according to a report from the Dubai government. Though the batteries weren't singled out as the cause of the fire that brought down the plane, the report is expected to focus international attention on safety issues surrounding such shipments. UPS says it is currently investigating about 40 different technologies to prevent crashes, including emergency oxygen systems and cockpit lighting that would help pilots see through heavy smoke. UPS, Boeing Investigators have determined that the fire which brought down a UPS Boeing 747-400 freighter near Dubai probably started in the main cargo deck just forward of the wings. The United Arab Emirates' General Civil Aviation Authority states that there were no declared shipments of hazardous material on the 747, but that package details identified "many" shipments of lithium batteries. Further investigation found that at least three consignments contained lithium ion battery packs which met hazardous materials criteria and "should have appeared on the cargo manifest", the GCAA adds. US Airways US Airways CEO sees "one big deal left" for airline consolidation. Despite a wave of consolidation, there's still room for "one big deal" in the U.S. airline industry, and US Airways plans to be a part of it, CEO Doug Parker said Wednesday. With a cleaned-up balance sheet and its second-best profit ever in 2010, US Airways is well-positioned for a merger, he said. The company boasts a 10% market share, trailing United Continental, Delta and American among legacy carriers. "I believe any of the three of them at the right time could do something with us if we wanted to and they wanted to," Parker noted. Apr 7, 2011

US Airways Press Release: US Airways Pilots Express Outrage over Data Theft Facilitated by US Airways Management. The pilots of US Airways, represented by the US Airline Pilots Association (USAPA), today expressed their outrage at the airline's acknowledgement that its management personnel aided in unauthorized distribution of the highly confidential personal data of thousands of pilots. USAPA is currently cooperating with a criminal investigation into this matter. US Airways recently admitted that a management pilot accessed and transferred a confidential database containing the personal information of thousands of US Airways pilots, including names, addresses and Social Security numbers. The transferred database may also have included pilot passport information. The data was given to a third party pilot group, which has acted to disrupt the ongoing negotiations between USAPA and US Airways currently under the auspices of the National Mediation Board and undermine USAPAOs bargaining objectives. "US Airways pilots are infuriated at the data breach perpetuated by a management official of the company for which they work," stated Mike Cleary, president of USAPA. "Thousands of us have been exposed to identity theft that could impact us for the rest of our lives. Further, as the Federal Bureau of Investigation has yet to determine the extent of the breach, we are concerned about the security of ALL information provided to US Airways [ETH] including our familiesO personal information. US Airways collects personal information on US Airways employees' family members and information from passengers, such as credit card data." USAPA has been working with the FBI since November 2010 in an attempt to determine the exact scope of the data breach. In his letter alerting the FBI, the Transportation Security Administration and the Federal Aviation Administration to USAPAOs concerns, President Cleary said, "We believe the unauthorized access to this confidential information may pose a direct threat to national security, our represented pilotsO safety, and their professional standing. "The exact scope of the breach is unknown, but unauthorized access to airline pilot passport numbers coupled with pilot residential addresses could potentially be used to forge U.S. commercial airline pilot passports, or identities, in order to gain access to international or domestic commercial aircraft or flights [ETH] thereby posing a direct threat to our nationOs security." "In light of this breach, USAPA has concluded that US Airways cannot be trusted with confidential or sensitive information," President Cleary said today. "The union is also extremely disappointed by the CompanyOs lack of aggressive action to address this issue, first denying that a significant breach had even occurred, then equivocating concerning the extent of that breach, all the while taking no remedial action against the Company personnel involved in the breach. Significantly, the Company has also failed to take steps to provide lifelong protection to the pilots directly affected and adequately address the potential national security issues for all of our pilots and passengers." USAPA is committed to spending the time and resources necessary to protect its members, while it believes that US Airways sits on the sideline. US Airways management has informed USAPA that it is relying on the OassurancesO of the very parties responsible for the data breach that the confidential information will not be misused. "This is, of course, ludicrous," President Cleary responded. "ItOs analogous to a bank robber promising he will not spend the stolen loot. We are demanding swift and aggressive action as we simultaneously take significant steps to hold both US Airways and the specific responsible parties liable for the damage caused." Headquartered in Charlotte, N.C., the US Airline Pilots Association (USAPA) represents the more than 5,000 mainline pilots who fly for US Airways. USAPA's mission is to ensure safe flights for airline passengers by guaranteeing that their lives are in the hands of only the most qualified, competent and well-equipped pilots. USAPA will fight against any practices that may jeopardize its pilots' training, equipment, workplace environment, compensation or work/life balance, or that compromise its pilots' ability to execute the optimal flight. US Airways placed third in the third category, customer satisfaction, as measured by fewest complaints filed with the DOT. Additionally, US Airways was ranked first among the nationOs big hub-and-spoke carriers, and 6th overall, in the annual Airline Quality Report (AQR) released yesterday. US Airways improved its ranking among the OBig FiveO for the fifth consecutive year, and its 6th place overall ranking was up from 8th place a year ago. US AirwaysO top rankings in the DOTOs February report earned the airlineOs employees payouts for their contributions to that outstanding performance. February is the 11th consecutive month in which the carrierOs employees have earned such payouts. US AirwaysO OTriple Play BucksO program awards workers $50 every time the company places first in any of the three DOT monthly operational performance categories. US Airways, Aircell US Airways has not made a decision on whether to install Aircell's Gogo onboard Wi-Fi across its domestic fleet. At present, only the carrier's Airbus A321s are equipped and usage is very low, according to President Scott Kirby, who told reporters at the US Airways media day Wednesday that it averages "below 5%" while "breakeven is north of 20%." However, he also expects that onboard connectivity eventually will become prevalent among US carriers for competitive reasons. US also said it plans to install a first-class cabin onboard 110 US regional jets this year, comprising 52 CRJ-700/900 aircraft and 58 Embraer 170/175s.
